Wes meets Virginia while he's undercover posing as Angel (you know you want to see that) and saves her from being sacrificed. They date (mostly off-screen) for about half of s2, but after Wesley is shot (yes, by a zombie cop) she's spooked and pulls an Olivia.
This scene takes place one year later as Wesley is once again in the hospital after having his throat slit... and the irony is that if she'd just hung around for 5 minutes, she would have seen that Fred is there not to comfort Wes but to tell him that he's persona non grata back at Angel Investigations and that noobdy wants to see him ever again. He probably needed a hug.
