I think this is really nice. You've captured Giles's voice when he's being The Watcher, and I can see him shaping his writing to fit in with what his Council predecessors might have written like.
It slightly clashes with Giles's speaking voice, but I like the performance of it, and the sense of unnaturalness of Giles when he comporting himself according to Council rules.
This fic really made me think about Giles, and I think that's definitely a good thing.
