It would have been easy for them to blame Buffy, and start a rebellion in the weapons chest.

The problem would be to get the rocket launcher on their side. I have a feeling it would sort of keep to itself and remain neutral, and as long as the rocket launcher doesn't pick a side, the other weapons will be too afraid to piss it off to get too rebellious. :-)
