I always found that scene so heartbreaking, especially when we learn that Angel is hallucinating, still at the bottom of the ocean. This is Angel's fantasy, his dream, that he is surrounded by his family, the people he loves, and he knows loves him back. It's not often that we get to see what he yearns for.
