Maybe I'm missing something - I'm not well 'versed in the whole area of icon making. But how are the screencaps icons? Or are they icons because they're screencaps?

An icon is basically any picture with 100x100 size. The screencaps are used to make icons, but it's not enough to just crop and resize them; to make a pretty icon you have to change the coloring, add text and/or textures and so on.
